Recovery plan sharing controls

Give project leads more options when sharing approved recovery plans with stakeholders.

Scoping read-only share links scoped to a single approved plan, with controls for expiry and whether evidence links are visible to the recipient. Email delivery only when the workspace has email infrastructure configured.
